Maastricht, 27 mei 2025 – Ondanks een roerige economische context realiseerde LIOF in 2024 stevige resultaten. Als regionale ontwikkelingsmaatschappij voor Limburg boekte LIOF vooruitgang op alle kerntaken – innoveren, investeren en internationaliseren – en verstevigde het haar rol als aanjager van maatschappelijke én economische impact. 2025 markeert bovendien een bijzonder moment: LIOF bestaat 50 jaar. Een mooi moment om terug te blikken én vooruit te kijken.
Missie LIOF: bouwen aan een slimmer, duurzamer en gezonder Limburg
De wereld en economie veranderen in hoog tempo. Trends zoals de energietransitie, gezondheidsinnovaties, schaarser wordende grondstoffen, digitalisering en geopolitieke verschuivingen raken ook het Limburgse bedrijfsleven. We bewegen naar een nieuwe economie waarin maatschappelijke impact en economisch rendement hand in hand gaan. Voor ondernemers betekent dit dat zij moeten innoveren en verduurzamen om concurrerend te blijven. LIOF ondersteunt hen daarbij met advies, netwerk en financiering, en richt haar strategie op vier transities: Energie, Circulariteit, Gezondheid en Digitalisering. Daarbij spelen we in op sectoren met potentieel – zoals AI, groene technologie en dual-use innovatie. Zo verbinden we economische versterking met maatschappelijke opgaven, en bouwen we samen met regionale en internationale partners aan een toekomstbestendige Limburgse economie.
Jaarresultaat 2024: Sterke resultaten in een veranderende economie
Ondanks een uitdagende context sloot LIOF 2024 af met een positief financieel resultaat van € 5,2 miljoen, ruim boven verwachting. Ook inhoudelijk hebben we per kerntaak de doelen gehaald of zelfs overtroffen. Zo realiseerde LIOF in 2024:
· 250 innovatieprojecten, met een totale projectomvang van € 38,8 miljoen en zes projecten rondom Big Science project Einstein Telescope
· 28 nieuwe investeringen in Limburgse bedrijven met een waarde van € 14,8 miljoen en € 10,5 miljoen rendement op onze investeringsportefeuille. Daarnaast waren onze investeringen goed voor € 76,7 miljoen aan vervolginvesteringen, een multiplier van 5
· Het helpen creëren van 629 nieuwe banen via (buitenlandse) investeringsprojecten en 161 internationale matchmakings tussen Limburgse mkb’ers en buitenlandse partijen.

Nieuwe groeimarkt: dual-use technologie in samenwerking met Defensie
Een nieuwe strategische ontwikkeling is LIOF’s inzet op dual-use technologie: innovaties die zowel civiele als militaire toepassingen kennen. In samenwerking met de ministeries van Defensie en van Economische Zaken en Brightlands Chemelot Campus ondertekende LIOF een intentieverklaring voor structurele samenwerking. De startup Mine Kafon, die drones ontwikkelt om landmijnen op te sporen, is een voorbeeld van zo’n Limburgse innovatie die via LIOF een versnelling doormaakt.
Slimmere energie op bedrijventerreinen: antwoord op netcongestie
De energietransitie stelt ondernemers voor urgente vragen. LIOF werkt met partners aan de verduurzaming van Limburgse bedrijventerreinen, onder andere met smart energy hubs: lokale netwerken voor opwek, opslag en verdeling van duurzame energie. In 2024 werden in alle gemeenten kansrijke locaties in kaart gebracht. Met extra Rijksmiddelen versnelt LIOF deze aanpak – cruciaal om de problematiek van netcongestie aan te pakken. Via smart energy hubs zoeken we naar innovatieve oplossingen zodat ondernemingen voldoende stroomcapaciteit hebben voor hun uitbreidings- en klimaatplannen.
Internationale programma’s openen nieuwe markten voor het Limburgs mkb
Limburg heeft als grensregio een unieke uitgangspositie voor internationale samenwerking. LIOF stimuleert actief grensoverschrijdend ondernemen. In 2024 ontwikkelde LIOF twee euregionale programma’s voor Limburgse mkb’ers die willen innoveren met partners uit het Belgische of Duitse grensgebied: CrossRoads Vlaanderen-Nederland en STIPP (SME Transition Innovation Partners Projects). Daarnaast was LIOF betrokken bij de European Digital Innovation Hub Zuid-Nederland (EDIH), waarmee meer dan 80 bedrijven werden geholpen bij digitalisering, AI-toepassingen en internationale samenwerkingen. Een concreet voorbeeld is de buitenlandse agritech-startup Luxeed, die dankzij ondersteuning van LIOF neerstreek op de Brightlands Campus Greenport Venlo. Hun AI-gestuurde onkruidrobot draagt bij aan duurzamer bodembeheer voor Limburgse boeren, en illustreert hoe internationaliseren, innoveren en investeren samenkomen in één praktijkvoorbeeld van economische én maatschappelijke impact.
Een halve eeuw economische ontwikkeling – met de blik op morgen
In 2025 bestaat LIOF 50 jaar. Wat in 1975 begon als antwoord op de mijnsluitingen en hoge werkloosheid, is uitgegroeid tot een organisatie die een wezenlijke bijdrage heeft geleverd aan de economische ontwikkeling van Limburg. Limburg is getransformeerd van een provincie met een mono-economie naar een innovatieve regio met een brede waaier aan bedrijven. Sinds 1975 heeft LIOF honderden bedrijven naar Limburg gehaald en duizenden ondernemers geholpen te groeien– met spraakmakende voorbeelden als Vodafone, Social Deal en Dynafix. En we blijven vooruitkijken: met 50 jaar ervaring als fundament werkt LIOF in 2025, samen met haar stakeholders, aan een nieuw Meerjarenplan 2026–2030.

LIOF presents 2024 annual report: strong impact, new opportunities, and 50 years of economic development in Limburg
Maastricht, May 27 2025 – Despite a turbulent economic climate, LIOF achieved solid results in 2024. As the regional development agency for Limburg, LIOF made progress in all its core tasks – innovation, investment, and internationalisation – and reinforced its role as a driving force for both societal and economic impact. The year 2025 also marks a special milestone: LIOF celebrates its 50th anniversary. A perfect moment to look back – and ahead.
LIOF’s mission: Building a smarter, more sustainable and healthier Limburg
The world and economy are changing at a rapid pace. Trends such as the energy transition, healthcare innovation, resource scarcity, digitalisation, and geopolitical shifts are also impacting Limburg’s business community. We are moving toward a new economy in which societal impact and economic returns go hand in hand. Entrepreneurs must innovate and become more sustainable to remain competitive. LIOF supports them with advice, networks, and funding, and focuses its strategy on four key transitions: energy, circularity, health, and digitalisation. We actively engage with sectors that hold promise – such as AI, green technology, and dual-use innovation. In this way, we connect economic strengthening with societal challenges and work with regional and international partners toward a future-proof Limburg economy.
2024 annual results: Strong performance in a shifting economy
Despite a challenging context, LIOF closed 2024 with a positive financial result of € 5.2 million – well above expectations. We also met or exceeded our goals across all core areas. In 2024, LIOF achieved:
· 250 innovation projects, with a total project value of € 38.8 million, including six projects related to the Big Science project of Einstein Telescope
· 28 new investments in Limburg-based companies totaling € 14.8 million and a return of € 10.5 million on our investment portfolio. Our investments also attracted € 76.7 million in follow-on investments – a multiplier of 5
· Co-creating 629 new jobs through (foreign) investment projects and 161 international matchmaking efforts between Limburg SMEs and foreign partners.

New growth market: dual-use technology in cooperation with Defence A strategic new development is LIOF’s focus on dual-use technologies: innovations with both civilian and military applications. In collaboration with the Dutch ministries of Defence and of Economic Affairs, and Brightlands Chemelot Campus, LIOF signed a declaration of intent for long-term cooperation. One example is the Limburg-based startup Mine Kafon, which develops drones to detect landmines and has accelerated its development with support from LIOF.
Smart energy on business parks: a response to grid congestion
The energy transition presents entrepreneurs with pressing challenges. LIOF is working with partners to make Limburg business parks more sustainable, for example with smart energy hubs – local networks for the generation, storage, and distribution of renewable energy. In 2024, potential sites were identified in every municipality. With additional national funding, LIOF is fast-tracking this approach – a crucial step in tackling grid congestion. These hubs aim to deliver innovative energy solutions so that companies have sufficient power capacity for their growth and climate plans.
International programs open new markets for Limburg SMEs
Limburg’s border location offers a unique position for international collaboration. In 2024, LIOF developed two euregional programmes for SMEs looking to innovate with partners from the Belgian or German border region: CrossRoads Flanders-Netherlands and STIPP (SME Transition Innovation Partners Projects). LIOF was also involved in the European Digital Innovation Hub South-Netherlands (EDIH), helping more than 80 companies with digitisation, AI applications and international partnerships. One concrete example is the foreign agritech startup Luxeed, which established itself at Brightlands Campus Greenport Venlo thanks to LIOF’s support. Its AI-driven weeding robot contributes to more sustainable soil management for Limburg farmers – a clear example of how innovation, internationalisation, and investment come together in one impactful case of economic and social impact.
Half a century of economic development – with our eyes on the future
In 2025, LIOF celebrates its 50th anniversary. What began in 1975 as a response to mine closures and high unemployment has evolved into an organisation that plays a vital role in Limburg’s economic development. Limburg has transformed from a mono-industry economy into an innovative region with a diverse business landscape. Since its founding, LIOF has brought hundreds of companies to Limburg and supported thousands of entrepreneurs in their growth – with high-profile examples such as Vodafone, Social Deal, and Dynafix. Always looking ahead, as LIOF is now working with its stakeholders on a new multi-year strategy for 2026–2030. Because the economy continues to evolve, and LIOF aims to remain relevant by responding to the changing needs of entrepreneurs and society.
